Safety Officer

About the Role

We are seeking an experienced Safety Officer to join a major industrial construction project in Mie Prefecture.

This role is responsible for promoting a strong safety culture across the construction site, ensuring compliance with HSE standards, and supporting safe project execution. The successful candidate will work closely with contractors, site management, and project teams to identify risks, prevent incidents, and maintain a safe working environment.

This is a highly visible, field-based position requiring a proactive and practical approach to construction safety.

Key Responsibilities

Site Safety Management

  • Conduct daily safety inspections and site patrols
  • Monitor high-risk construction activities, including:
    • Lifting operations
    • Working at heights
    • Excavation work
    • Hot work
    • Confined space entry
    • Energized electrical work
    • Temporary works
    • Simultaneous contractor activities
  • Review work permits, risk assessments, JSA/JHA documentation, and method statements
  • Identify unsafe conditions and behaviors and implement corrective actions
  • Verify proper use of PPE, barriers, signage, and safety equipment
  • Monitor emergency response and evacuation readiness

Training & Incident Prevention

  • Conduct site safety inductions for new personnel
  • Lead Toolbox Talks (TBMs)
  • Deliver safety awareness training and refresher sessions
  • Support contractors in maintaining HSE compliance
  • Investigate incidents, near misses, and unsafe conditions
  • Develop and implement corrective and preventive actions
  • Promote continuous improvement of site safety culture

HSE Reporting & Compliance

  • Maintain inspection, permit, and training records
  • Prepare incident and corrective action reports
  • Issue daily HSE reports in English
  • Support emergency response planning and drills
  • Participate in evacuation exercises and emergency preparedness activities

Requirements

Required

  • Degree, diploma, or professional qualification in Occupational Health & Safety, Environmental Management, Construction Engineering, or a related field
  • 5+ years of HSE experience on large-scale construction projects
  • Practical construction site experience
  • Experience managing Permit-to-Work (PTW) systems
  • Experience investigating incidents and implementing corrective actions
  • Native-level Japanese (or JLPT N1 for non-native speakers)
  • At least Conversational-level English for reporting and meetings
  • Proficiency with Microsoft Office

Preferred

  • NEBOSH, IOSH, ISO 45001, or equivalent HSE certifications
  • Experience on construction projects in Japan
  • Industrial plant or infrastructure project experience
  • Experience in utilities, water treatment, manufacturing, food production, or related sectors
  • Experience using digital PTW systems
