About JERA Nex bp:
JERA Nex bp is a strategic joint venture between JERA and bp focused on offshore wind and renewable energy development globally. As we continue to grow and establish world class digital and operational capabilities we are seeking a dedicated Environmental EIA Manager to lead our Katagami project’s EIA operations in Akita.

Role Purpose:
Lead and manage the Environmental Impact Assessment (EIA) for offshore renewable energy projects in Promotion Areas under the Renewable Energy Sea Area Utilization Act.
Ensure successful project delivery by coordinating environmental compliance fisheries impact management stakeholder engagement and permitting activities.

Key Responsibilities:
1. EIA Strategy Development and Overall Management
 ・Develop and continuously update EIA strategy schedule and budget for projects under the Renewable Energy Sea Area Utilization Act.
 ・Design EIA procedures in compliance with the Environmental Impact Assessment Act and relevant guidelines (MOE METI MLIT prefectural ordinances etc.).
 ・Establish integrated policies to ensure consistency across sea area use permits public tender occupancy plans EIA fisheries impact assessments and local co existence initiatives.

2. Leadership in Government Fisheries and Stakeholder Engagement
 ・Lead negotiations and consultations on EIA and permitting with METI/ANRE MLIT (Ports and Harbours Bureau) MOE prefectural and municipal governments and port authorities.
 ・Design and facilitate explanation Q A and feedback processes with fisheries cooperatives fishermen and local community organizations regarding environmental and fisheries impacts.
 ・Act as company representative at public hearings and community briefings including localization of English materials into Japanese as required.

3. Management of Surveys Assessment and Monitoring
 ・Plan and review survey programs covering seabirds marine mammals benthic organisms fishing grounds landscape/visual impact noise radar and radio interference.
 ・Select and manage environmental fisheries and social impact consultants including contract review and quality control of deliverables.
 ・Develop environmental monitoring plans for construction and operation phases and define interfaces with EPC and O M teams.
 ・Identify EIA related risks (e.g. radar interference conflicts with shipping routes or fishing grounds) and work with technical teams to develop mitigation measures such as layout or construction method changes.

4. Permitting and Compliance Management
 ・Perform final quality and consistency checks of EIA reports supplementary documents and environmental mitigation plans.
 ・Ensure permit conditions (construction methods environmental standards monitoring requirements etc.) are effectively transferred to engineering construction and O M teams and establish internal compliance frameworks.

5. Project and Organizational Leadership
 ・Provide line management and task management for a small Environmental and EIA team in Japan (Katagami) comprising approximately 2・3 members including Environmental and EIA Coordinators and external consultants.
 ・Coordinate cross functionally with PD commercial engineering (WTG foundations cables ports) finance and insurance teams.
 ・Prepare materials for the Board and Steering Committee reporting EIA progress risks and required decisions (e.g. layout or schedule changes).
 ・Professional development of staff in team perform annual HR activities
 ・Department development plan resource planning and strategic development of a permitting strategy for current and future Japanese projects within scope.

Required Skills

Qualifications Experience:

Essential:
 ・Approximately 10+ years of experience in environmental impact assessment social impact assessment and/or permitting in consulting firms developers general contractors or similar organizations.
 ・Proven experience completing EIA as a project lead (power infrastructure port or power generation projects).
 ・Practical working level knowledge of Japan’s Environmental Impact Assessment Act and related regulations and guidelines.
 ・Experience in consultations and explanations with national/local governments fisheries cooperatives and local communities. 
 ・Japanese:Native level proficiency (able to independently lead discussions with authorities and fisheries).
 ・English:Business level proficiency (email and meeting communication with overseas sponsors EPC contractors and international lenders).

Desirable:
 ・ A trusted bridge between authorities fisheries and local communities・able to engage sincerely and translate external concerns into internal action points.
 ・Capability to engage on equal footing with technical commercial and finance experts and to structure and explain trade offs and compromise options clearly.
