Bilingual Technical Program Manager

【job Responsibilities】

• Own and manage large, complex programs or multiple projects across product and engineering teams.
• Define program vision, mission, success metrics, and drive measurable outcomes.
• Partner with engineering leaders to ensure architectural scalability and alignment with business goals.
• Influence roadmap planning, prioritization, and resource allocation across functions.
• Anticipate risks, resolve ambiguity, and mitigate potential roadblocks before they escalate.
• Drive alignment between business and technical stakeholders through structured discussions and crisp decisions.
• Oversee cross-team collaboration, ensuring effective execution, quality, and delivery.
• Streamline processes, reduce dependencies, and foster innovation by removing architectural or operational bottlenecks.
• Regularly review metrics and create mechanisms for visibility into progress, risks, and outcomes.
• Communicate effectively with senior leadership (Directors, VPs, Founders, Investors) via narratives, roadmaps, and status reports.
• Mentor and guide peers, engineers, and managers; contribute to building a culture of high performance and collaboration.

【Necessary Skills / Experience】

・Proficiency in Japanese (spoken and written) to collaborate effectively with Japan-based teams.
・Bachelor’s or Master’s degree with 4 to 6 years of technical program management experience.
・Proven experience leading large-scale, cross-functional projects with multiple stakeholders.
・Strong technical breadth in system architecture and scalable tech stacks.
・Ability to define technical direction in ambiguous business contexts.
・Proficiency with program management tools across the requirements-to-delivery lifecycle.
・Excellent written and verbal communication skills in English.
・Strong decision-making, negotiation, and consensus-building skills.
・A proactive team player who thrives in an extremely fast-paced environment.
