Job Title: Talent Acquisition
Location: Singapore - Central
Your New Company
A leading public sector organization in Singapore focused on scientific research and innovation, operating under the Ministry of Trade and Industry, plays a central role in advancing national R&D capabilities across areas such as biomedical sciences, advanced manufacturing and engineering. It oversees a network of research institutes and actively partners with multinational corporations, SMEs and other government agencies to drive the translation of research into commercially viable outcomes aligned with Singapore’s long-term economic priorities.
From a finance perspective, the environment is largely government-funded and policy-driven, with close alignment to national frameworks and multi-year innovation plans. Finance teams are typically involved in budgeting, grant management, and resource allocation across complex programs, while working closely with central agencies. The role tends to focus more on governance, funding oversight and strategic planning rather than purely commercial activities, offering strong exposure to public sector financial management and national-level initiatives.

Develop and execute proactive sourcing strategies, including talent mapping, market research, direct sourcing, and pipeline development, to attract high-quality talent across specialized functions.
Build strong talent pipelines through multiple sourcing channels, including LinkedIn, professional networks, employee referrals, and industry events.
Collaborate with internal stakeholders to strengthen employer branding initiatives through recruitment campaigns, career fairs, networking events, and social media engagement.
Deliver an exceptional candidate experience by ensuring timely communication, effective stakeholder coordination, and a smooth recruitment process from application through onboarding.
Drive continuous improvement of recruitment processes, tools, and workflows to enhance hiring efficiency, service quality, and overall recruitment outcomes.
Maintain accurate recruitment data and leverage Applicant Tracking Systems (ATS) to ensure compliance, reporting accuracy, and effective pipeline management.
Support workforce planning initiatives and contribute to broader Talent Acquisition projects and strategic hiring programs as required.
Key Qualifications for Success
Minimum 5 years of experience in Talent Acquisition, Recruitment, or Human Resources, with a proven track record of managing end-to-end recruitment activities.

Strong stakeholder management skills, with the ability to build effective relationships and influence hiring managers and business leaders at various levels.
Excellent communication and interpersonal skills, with the confidence to engage, advise, and collaborate with both internal and external stakeholders.
Demonstrated experience in proactive sourcing, talent mapping, and building candidate pipelines for specialized or hard-to-fill positions.
Ability to manage multiple hiring requirements simultaneously in a fast-paced environment while maintaining a high standard of service delivery.
Proficient in using Applicant Tracking Systems (ATS) and recruitment technologies to manage candidate pipelines and recruitment processes effectively.
Resourceful, proactive, and solutions-oriented, with the ability to work independently and take ownership of recruitment outcomes.
Collaborative team player who thrives in a dynamic environment and can work effectively across different business units and stakeholder groups.
Strong organizational skills, attention to detail, and the ability to prioritize competing demands while meeting hiring timelines.
