主な業務内容
• 医薬部外品・化粧品の新規承認・届出からライフサイクルマネジメントまで、薬事関連業務全般を一貫してリードする
• 日本の医薬部外品・化粧品規制(表示・広告および効能表現のコンプライアンス、原料規制、市販後対応を含む)への継続的な適合を確保する
• 医薬部外品・化粧品に関する薬事対応について、行政当局および業界団体との窓口を担う
• グローバルなマトリックス組織の中で、リージョナル/グローバルの薬事・マーケティング・品質部門と連携し、事業目標に沿った薬事戦略を推進する
• 規制動向の変化を先読みし、製品開発・承認取得・市場導入・ライフサイクルマネジメントへの影響を評価したうえで、適切なタイミングで戦略的な提言を行う
• 業務プロセス・システムの継続的な改善を通じて、コンプライアンス・効率性・組織能力の向上に貢献する
• 専門知識の有無を問わず、社内関係者に対して分かりやすい薬事アドバイスを提供する
応募要件
学歴・資格
• 薬学、製薬科学、化学、生物学、またはその他ライフサイエンス関連分野の学士号
• 修士号保有者は尚可
職務経験
• 日本における化粧品および/または医薬部外品領域での薬事業務経験8年以上(製品の承認・届出申請から上市後のライフサイクルマネジメントまでの一貫した担当経験を含む)
• グローバル企業などのマトリックス組織での業務経験
• 日本の化粧品・医薬部外品規制に関する深い知識(製品届出、各種ライセンス要件、表示・広告および効能表現のコンプライアンス、原料規制、市販後対応)
• 化粧品・医薬部外品に関する規制評価・申請・承認取得・上市後維持管理を主体的にリードした経験
• 行政当局や業界団体との折衝経験
語学
• 日本語:ネイティブレベルまたは流暢
• 英語力は基本的な日常会話レベルで十分です。

Regulatory Affairs Lead
Role Purpose & Strategic Context
Our client is a global consumer skincare company with an established, growing presence in Japan. This role will lead regulatory strategy, submissions, and lifecycle management for the company’s quasi-drug and cosmetics portfolio in Japan — a key position balancing regulatory compliance with business growth.
Key Responsibilities
• Lead end-to-end regulatory affairs activities for quasi-drug and cosmetics products in Japan, from new registrations and notifications through post-launch lifecycle management.
• Ensure ongoing compliance with Japanese cosmetics and quasi-drug regulations, including labeling, advertising and claims review, ingredient compliance, and post-market obligations.
• Act as the primary point of contact with Japanese regulatory authorities and relevant industry associations on quasi-drug and cosmetics matters.
• Partner cross-functionally within a global matrix organization — including regional/global regulatory, marketing, and quality teams — to align regulatory strategy with commercial objectives.
• Monitor regulatory developments, assess business impact, and provide timely, strategic regulatory guidance on product development, registration, market entry, and lifecycle planning.
• Drive continuous improvement of regulatory processes and systems to strengthen compliance, efficiency, and organizational capability.
• Translate complex regulatory topics into clear, practical guidance for stakeholders at all levels of regulatory expertise.
Requirements
Education
• Bachelor’s degree in Pharmacy, Pharmaceutical Sciences, Chemistry, Biology, or another relevant Life Sciences discipline.
• Master’s degree preferred.
Experience
• Minimum 8 years of progressive Regulatory Affairs experience in the cosmetics and/or quasi-drug industry in Japan, including direct responsibility for product registrations and lifecycle management.
• Experience working in an international matrix organization.
• Knowledge of Japanese regulations and registration requirements governing cosmetics and quasi-drugs, including product notifications, licensing requirements, labeling, advertising and claims compliance, ingredient regulations, and post-market obligations.
• Demonstrated experience leading end-to-end regulatory assessments, submissions, registrations, approvals, and lifecycle maintenance for cosmetics and/or quasi-drug products in Japan.
• Experience interacting with Japanese regulatory authorities and industry associations on cosmetics and quasi-drug matters.
Language
• Japanese: Fluent or native level.
• Basic daily conversational skills in English are sufficient.
Skills
• Understanding of the commercial dynamics of the cosmetics and quasi-drugs industry, and the ability to translate that into pragmatic regulatory guidance that supports business objectives while ensuring compliance.
• Ability to analyze complex regulatory issues and identify practical, compliant solutions.
• Ability to communicate clearly and build effective working relationships with regulators, industry associations, global/HQ functions, and internal teams.
• Ability to manage multiple regulatory projects and priorities to deadline, including negotiating with external stakeholders where needed.
• Ability to work independently and collaboratively within a matrix environment.
• Ability to anticipate regulatory developments, assess their business impact ahead of time, and adjust regulatory strategy accordingly.
• Experience identifying and implementing improvements to regulatory processes and ways of working.
• Self-motivated, proactive, and results-oriented, with integrity and a commitment to compliance.
