Company Overview
Our client is a premier real estate management organization dedicated to maintaining the highest standards of excellence in property operations. They manage iconic, Grade A commercial developments that set the benchmark for sustainability and efficiency. As they continue to drive growth and expansion, they are now seeking an Operations Manager, M&E to join their team and contribute to their ongoing success.

Key Responsibilities

• Operational Excellence: Develop and implement Standard Operating Procedures (SOPs) and Business Continuity Plans (BCP). Manage daily operations to ensure all service levels and excellence standards are consistently met.

• Financial & Budgetary Management: Prepare and manage annual OPEX and CAPEX budgets. Lead tender exercises for upgrading, replacement, and redevelopment works, ensuring cost-effectiveness and timely execution.

• Technical Oversight: Administer all M&E maintenance contracts and evaluate the performance of outsourced service providers. Develop and execute building rectification and preventive maintenance programs, including emergency response plans.

• Compliance & Safety: Ensure full compliance with the WSH Act and all relevant building and statutory regulations. Act as the primary liaison with government authorities and consultants regarding regulatory requirements.

• Tenant & Project Management: Oversee tenant fit out and reinstatement works to ensure alignment with building guidelines. Manage tenant feedback and coordinate maintenance schedules to minimize disruption to core business activities.

• Leadership: Supervise an internal M&E team and manage external vendors, fostering a results-oriented culture through clear communication.

Key Requirements

• Education: Degree in Engineering, Real Estate, Facilities Management, or a related field.

• Experience: At least 5 years of managerial experience in property management or real estate, specifically focusing on large-scale commercial or retail developments.

• Technical Expertise: Strong ability to read and understand the design, maintenance, and technical specifications of M&E systems used in premium commercial buildings.

• Regulatory Knowledge: Deep understanding of statutory requirements, codes of practice, and regulations regarding building services and safety. Knowledge of Green Mark criteria and WSH-bizSAFE requirements is highly advantageous.

• Communication: Excellent written and verbal communication skills, with the ability to engage effectively with stakeholders at all levels.

• Industry Background: Prior experience working within a Grade A office environment is essential.
