【Main Purpose】
The Safety Officer is a field based HSE professional responsible for ensuring that construction activities on the Japan project are planned permitted executed and reported safely at the work face.
The role must understand the actual works read drawings method statements risk assessments and permits identify practical hazards before they become incidents and work with supervisors and contractors to implement safe solutions.
The successful candidate must be visible on site firm on unsafe work clear in English reporting and able to turn observations and incidents into closed corrective actions rather than simply listing problems.
【Duties Responsibilities】
This is a site execution role. The job holder must be visible on site understand the actual works verify the field condition against the drawings and drive issues to closure with practical options.
●Work face HSE control
Inspect active construction work fronts daily with priority on high risk activities including lifting work at height excavation hot work confined spaces energization temporary works and simultaneous operations.
Verify that approved method statements risk assessments JSA/JHA permits to work and toolbox talks match the actual work being performed.
Stop unsafe work when there is imminent danger missing permit control uncontrolled energy unsuitable access poor lifting control or unacceptable contractor behavior.
Confirm that PPE access barricading signage housekeeping emergency equipment and welfare arrangements are suitable and maintained.
●Training engagement and incident prevention
Conduct site inductions toolbox talks targeted safety briefings and refresher training based on actual site risks and incident trends.
Coach supervisors and contractors on practical hazard recognition safe sequencing and corrective actions that can be implemented immediately at the work face.
Investigate incidents near misses and unsafe conditions using root cause thinking; identify preventive actions owners and due dates.
Promote quality hazard observations and near miss reporting with feedback to the workforce so that reporting leads to visible improvement.
●HSE reporting compliance and emergency readiness
Maintain accurate inspection records permit records training records incident reports corrective action logs and HSE dashboards.
Prepare clear daily HSE reports in English including observations high risk activities stop work events incidents actions owners and due dates.
Escalate serious incidents high potential near misses repeated non compliance and life critical control failures immediately to site management.
Plan and participate in emergency drills evacuation exercises and first aid response reviews; capture lessons learned and ensure closure.
●Key Performance Indicators initial project targets
Targets are to be reviewed after the first 90 days and calibrated to the approved project baseline contract requirements and actual site risk profile.
Zero fatality and zero life threatening uncontrolled event; 100% high potential events escalated within 1 hour.
100% of high risk work verified as covered by approved PTW/JSA/method statement before start.
Daily HSE inspection report completed for 100% of active construction days.
=95% corrective actions closed by due date; critical actions closed or made safe within 24 hours and high risk actions within 72 hours.
100% site induction completion before worker access; toolbox talk attendance recorded for planned high risk activities.
Monthly HSE dashboard issued on time including manhours TRIR/LTIFR trend near misses inspections actions training and key risks.
Emergency drills completed according to plan with lessons learned issued within 3 working days and actions tracked to closure.

【Essential】
Bachelor degree or diploma in occupational health and safety environmental science engineering construction management or related field.
Recognized safety qualification suitable for construction site supervision.
Minimum 10 years professional experience on large industrial construction projects with proven field HSE role experience.
Recent hands on construction site safety experience not only office compliance or document review.
Experience supervising PTW systems high risk construction activities incident investigations contractor HSE performance and corrective action closure.
Experience preparing clear daily weekly and monthly safety reports in English.
Strong knowledge of construction safety practices Japanese site expectations life critical controls and contractor safety management.
Able to read construction drawings work packs method statements risk assessments and permits to identify practical construction hazards.
Fluent Japanese for site communication and strong English communication: minimum CEFR B2 or equivalent for reports meetings and escalation notes.
Competent in Microsoft Office and HSE reporting/action tracking tools.
Able to analyse incident and observation data and turn trends into targeted preventive actions.
【Desirable】
NEBOSH IOSH ISO 45001 first aid/fire warden lifting scaffolding confined space work at height or electrical safety training.
Japan construction safety or local regulatory training.
Japan project experience or experience working with Japanese contractors and local authorities.
Water treatment aquaculture food grade process plant or utilities construction experience.
Experience with digital PTW systems HSE dashboards safety observation platforms or contractor scorecards.
Additional language capability for multinational construction teams.
