■Role Purpose
As Deputy Project HSS Manager you are responsible for ensuring the highest standards of health safety security and environmental practices are implemented and maintained throughout execution phase of the project.
You play a crucial role in overseeing HSSE implementation compliance risk management incident prevention and promoting a strong safety culture within the project team and contractors.
Be an ambassador for the company’s safety leadership principles and Life Saving Rules.
■Key Responsibilities
【Corporate deliverables】
・Actively deliver upon the companies HSSE policy ensuring actions and expectations are embedded with the project.
・Compliance and verification against corporate and project Operating Management System
【HSSE Strategy and Planning】
・Develop and implement project specific HSSE strategies plans and procedures in alignment with regulatory requirements industry best practices and company policies.
・Collaborate with project stakeholders to integrate HSSE considerations into project planning and decision making processes.
【Compliance and Regulatory Affairs】
・Stay abreast of relevant HSSE regulations standards and guidelines applicable to offshore wind projects.
・Ensure project compliance with all applicable HSSE laws and regulations as well as company standards and contractual requirements.
・Planning and execution of verification against said standards and legislation.
・Undertake readiness reviews to confirm HSSE compliance aligned to the project stage gates.
【Risk Management】
・Identify assess and mitigate HSSE risks associated with project activities including offshore construction installation maintenance and decommissioning.
・Support and guidance against project risk registers as a HSSE subject matter expert.
・Ensure all works have adequate risk management actions such as risk assessments and method statements.
【Training and Awareness】
・Develop and deliver HSSE training programs for project personnel contractors and subcontractors to promote a strong safety culture and enhance HSSE awareness.
・Develop and execute a meeting cadence focused around embedding HSSE within the project organisation contractors and relevant industry partners.
・Ensure adherence to Life Saving Rules or contractor equivalent is implemented and tracked.
【Investigation and Reporting】
・Lead investigations into HSSE incidents near misses and accidents to identify root causes and implement corrective actions to prevent recurrence.
・Prepare and submit timely and accurate HSSE reports to project stakeholders regulatory authorities and senior management.
・Ensure reporting against specified KPI’s and deliver to leadership group with proposed improvement activities against gaps.
【Stakeholder Engagement】
・Foster positive relationships with project stakeholders including sponsors contractors regulatory agencies local communities to promote transparency and collaboration on HSSE matters.
・Represent the company in HSSE related meetings forums and industry associations to share knowledge and best practices.

■Qualifications Experience:
・Bachelor’s degree in occupational health and safety Environmental Science Engineering or a related field.
・Minimum 5 years of experience in construction HSSE management preferably in the renewable energy or offshore industry.
・Demonstrated knowledge of HSSE regulations standards and practices relevant to offshore operations.
・Strong leadership communication and interpersonal skills with the ability to influence and engage stakeholders at all levels.
・Fluent in English / Japanese favourable
・GWO Basic Safety Training (First Aid Manual Handling Fire Awareness Working at Heights and Sea Survival)
■Key Competencies Deliverables
・Management of project HSSE meetings
・Ensuring adequate rotational planning of HSSE team to support project activities on a risk based approach.
・Develop project specific HSSE campaigns and associated supporting documentation.
・Produce information on HSSE performance to aid with project reporting.
・Ensure project emergency response plans are in place and tested. Ensure regular exercises with relevant scenarios are created to simulate potential incidents.
・Ensure compliance with usage of the company’s Incident reporting system.
・Maintain a project level overview of all training and exercises undertaken.
・Support with audits and suitability surveys related to vessels from a HSSE perspective.
・Act as SME within various disciplines of constructing a wind farm in relation to HSSE.
・Internal reporting on HSSE performance
・Development and delivery of project HSSE related documentation
・Management of resource allocation and recruitment needs
・HSSE reports for project and organisation.
・Creation and delivery of contractor HSSE forums events
・Ensure contractor strategic kick off meetings at 3 levels (Initial Project team Contractors)
・Implementing a project HSSE recognition programme
・Develop a project wide HSSE bulletin / newsletter.
・Actively promote and undertake Leadership Safety Walks
・Deputise for the Project HSSE Manager as required
