Statutory Chief Electrical Engineer

【Role Overview】
You will oversee electrical safety and statutory compliance for the electrical installations at Pure Salmon Japan’s Mie site, in accordance with the Electricity Business Act and related regulations.

Through structured supervision, inspections, and traceable records, you will support safe commissioning and stable operations, helping reduce the risk of electrical incidents, unplanned downtime, and damage to critical assets.

• Direct reporting: Maintenance Manager
• Dotted-line reporting: Head of Operations

【Scope of the Role】
The role covers substations, transformers, switchgear, distribution boards, motor control centers (MCCs), generators, UPS and backup power systems, and electrical systems supporting critical process and recirculating aquaculture system (RAS) equipment.

This position focuses on electrical safety supervision, compliance verification, and auditing. Electrical design, construction, hands-on electrical work, and direct contractor management are performed by the responsible teams, with this role providing oversight and verification.

【Key Responsibilities】
• Maintain and apply the site electrical safety framework, including applicable site electrical safety rules (保安規程), and identify gaps and required actions.
• Maintain the statutory inspection calendar, review inspection results, and verify assessments of equipment deterioration, abnormalities, and hazards.
• Verify the quality and traceability of inspection documentation.
• Prepare written findings with supporting evidence, risk levels, relevant legal references where applicable, and recommended corrective measures.
• Follow up on corrective actions until completion is documented and records are archived.
• Maintain procedures for electrical failures and abnormal events.
• Support investigations into failures, near misses, and power quality issues, and recommend measures to prevent recurrence.
• Act as the technical point of contact for electrical safety matters and communicate with relevant government authorities and regulatory bodies.
• Support statutory submissions and on-site inspections, maintaining communication and submission records.
• Ensure appropriate document control, backups, accessibility for audits, and record retention.
• Maintain an electrical compliance matrix, verify supporting evidence and closure of audit findings, and ensure readiness for internal and external audits.

【Key Deliverables】
• Annual electrical supervision plan and statutory inspection calendar.
• Inspection logbooks and approved inspection records with secure archiving.
• Audit reports and improvement requests with traceable evidence of completed corrective actions.
• Incident and abnormality investigation summaries and preventive action recommendations.
• Regulatory communication and submission records, where applicable.
• Electrical compliance evidence packages for audits and inspections.

【Working Hours】
Regular working hours: 8:00–17:00.
On-call support is required, including emergency attendance on-site when necessary, as the RAS system operates 24/7.

【Annual Salary】
JPY 7,000,000–8,000,000.
The annual salary package includes overtime pay and commuting expenses (gasoline costs).

計画的な保安監督、点検、追跡可能な記録の管理を通じて、安全な試運転と安定稼働を支え、電気事故、突発的な設備停止、重要設備の損傷リスクの低減に貢献するポジションです。

【担当範囲】
変電設備、変圧器、開閉装置、配電盤、モーターコントロールセンター（MCC）、発電機、UPS・予備電源、および重要な生産設備・RAS（循環式陸上養殖システム）を支える電気設備が対象です。

本ポジションは、電気保安監督、法令遵守の確認および監査を担当します。電気設計、施工、現場での電工作業、施工業者の直接管理は担当チームが実施し、本ポジションは監督・確認を行います。

【主な業務内容】
• 保安規程を含むサイトの電気保安管理体制の維持・運用、および課題・必要な対応の特定
• 法定点検スケジュールの管理、点検結果の確認、設備の劣化・異常・危険性に関する評価の確認
• 点検資料の品質および記録の追跡可能性の確認
• 根拠資料、リスクレベル、該当する法令、推奨する是正措置を明記した報告書の作成
• 是正措置の完了確認、および完了記録の保存までのフォローアップ
• 電気設備の故障・異常発生時の対応手順の維持
• 故障、ヒヤリハット、電力品質の問題に関する調査支援および再発防止策の提案
• 電気保安に関する技術窓口としての関係行政機関・規制当局との連絡・調整
• 法定届出、現地点検への対応支援、および関連する連絡記録・届出記録の管理
• 文書管理、バックアップ、監査時の閲覧性、および所定の保存期間に基づく記録管理
• 電気関連の法令遵守状況の一覧管理、裏付け資料・監査指摘事項の是正完了確認、および内部・外部監査への準備

【勤務時間】

【年収】
700万円～800万円
上記年収には、時間外手当および通勤費（ガソリン代）が含まれます。

【Required Qualifications and Experience】
• A valid Japanese Chief Electrical Engineer license, Class 3 or higher.
• Experience supervising industrial electrical installations and ensuring electrical safety and regulatory compliance, including inspection programs and record keeping.
• Ability to prepare clear written reports and coordinate effectively with cross-functional teams.
• A strong commitment to safety, attention to detail, and disciplined documentation practices.
• Business-level Japanese, including the ability to read and understand technical and regulatory documents written in Japanese.

【Preferred】
• English proficiency.

• 産業用電気設備の保安監督および法令遵守に関する実務経験（点検計画・記録管理を含む）

• 高い安全意識を持ち、細部に注意を払い、文書・記録を適切に管理できる方
• ビジネスレベルの日本語力（日本語の技術資料・法令関連文書を読解できること）
