Objectives of the Position

  • Accountable for fostering a mindset of operational excellence in the area of Transportation Management (TM) Surface and Warehousing for BASF Japan, Ltd. (BJL) and our service providers/partners.
  • Enhance customer focus of transportation management processes and systems to maximize performance capability of the organization.
  • Align TM requirements with up/downstream processes to maximize effectiveness.
  • Ensure high service reliability of BJL through collaboration and continuous improvement with service providers – also being knowledgeable of our cost-to-serve as a key input for making decisions.
  • Develop SC&IS organization by being a leader in the TM field.
  • Learn, share, and implement best practices from the industry – performing feasibility studies with appropriate counterparts and adapting them to country/company requirements.
  • Be innovative and drive solutions which can improve the reputation of BJL as a supplier of choice and differentiates us in the marketplace.

Main Tasks

  • Establish door to door accountability (D2DA) in order-to-delivery (OTD) process for TM Surface shipments in Japan.
  • Administratively manage logistics operations, including performance of Logistics Service Providers (LSP) – providing process and system guidance for all TM surface and warehousing related topics.
  • Perform monthly TM closing activities in/outside of SAP TM – freight payment, carrier feedback, inventory reconciliation, and required reporting.
  • Maintain freight tariffs in SAP accordingly to contract terms and TM cost structure.
  • Collaborate with businesses to define storage/transportation requirements for existing/new business, involving Procurement at early stage to secure appropriate services.
  • Ensure proactive communication to key stakeholders about operational topics influencing OTD processes, including but not limited to those with service or financial implications.
  • Monitoring of goods issue reliability (GIR), transportation reliability (TR), delivery reliability (DR), carrier feedback (FBQ) – identifying repetitive issues and implementing corrective actions.
  • Monitor and report truck detention resulting from un/loading at warehouses/customers.
  • Establish and drive cyclical partnership meeting concept with LSPs to review key performance indicators, trends, market dynamics, operational issues, and service/cost innovation ideas – involving key stakeholders.
  • Support/lead local/regional/global projects, e.g. Supply Chain Shared Service Initiatives (SCSSI), Distribution Network Optimization, SAP TM Setup, Process Changes, etc.
  • Promote and facilitate usage of non-conformance system (NCM) for tracking relevant service issues related to provider performance, providing feedback to LSP and performing claim management activities.
  • Proactively provide service provider performance feedback to Procurement for input into future tenders and comparison to contract terms.
  • Manage SAP inquiries from LSPs, e.g. authorization requests, network/printer issues, relocation of offices, transactional support.
  • Communicate system outages/performance issues/ticket status to LSPs.
  • Manage special procedures and schedules during holidays or exceptional events, e.g. natural disasters, strikes
  • Perform reporting requirements for the calculation and rationalization of energy consumption related to TM – working with LSPs to define and realize actions plans.
  • Act as ‘Responsible Person’ under the requirements of Transportation Distribution Safety (TDS) and Emergency Response (ER) protocols for off-site warehouses/tank farms.
  • Track and report safety incidents, identify and implement improvement measures, ensure adequate training of LSPs, regular updates and publication of safety guidelines.
  • Collaborate with EH&S and legal to ensure all local regulations are followed in our operational TM processes.
  • Conduct market research in coordination with Procurement and Supply Chain Operational Design concerning industry/geographic constraints and equipment status.
  • Drive implementation of mid to long term strategy for Transportation Management, including milestone reviews with stakeholders.
  • Analysis of transportation management performance in terms of spend, volumes, mode, and location as input to operational design – driving decision making based on own expertise of transportation and distribution industry knowledge.
  • Regular review of transportation and distribution requirements of operating divisions, sharing with relevant stakeholders as required to transition from concept to execution.


- Education: Bachelor’s Degree in Business or related field
- APICS CPIM or CSCP [preferred]
- >3 years of experience in surface transportation and warehousing industry OR 2 years of aforementioned experience plus 2-3 years in related Supply Chain Management or Logistics fields, e.g. planning, imports, air/maritime
- SAP TM Knowledge [preferred]
- Experience in Project Management [preferred]
- Capable of leading meetings and giving presentations in both Japanese and English
