PR/161109 | Chief Technology Officer (CTO) - Smart City & Technology

The Chief Technology Officer will lead the company’s technology strategy, solution architecture, system integration and delivery of large-scale Smart City initiatives. 

Serving as the company’s technical authority, the CTO will independently review, challenge and approve solutions proposed by technology partners, consultants, system integrators and vendors. The role will ensure that Smart City technologies across ICT infrastructure, IoT, AI video analytics, GIS, command centres, telecommunications, cloud infrastructure, cybersecurity and city data platforms are integrated into a secure, scalable and interoperable ecosystem. 

The CTO will provide technical leadership across the complete project lifecycle, from concept development and technical design through tender, implementation, integration, commissioning, handover and operations. The role will also represent the company in technical engagements with government stakeholders, strategic partners and vendors, while providing independent recommendations on major technology, procurement and investment decisions. 

Key Responsibilities 

• Define and lead the technical strategy, architecture and roadmap for Smart City and integrated technology initiatives. 

• Act as the Technical Design Authority for major projects, independently reviewing and approving end-to-end solution architecture, network design, data flows, infrastructure sizing, integration frameworks, cybersecurity and disaster recovery requirements. 

• Oversee integrated solutions involving AI-enabled CCTV, video analytics, Video Management Systems, ANPR, IoT platforms, sensor networks, GIS, command centres, mobility systems, telecommunications infrastructure and city data platforms. 

• Ensure interoperability, scalability, security, resilience and maintainability across systems provided by multiple technology vendors. 

• Review technical specifications and proposed solutions to identify architectural gaps, integration risks, vendor lock-in, over-specification and under-specification. 

• Provide independent technical recommendations before major procurement, partnership and technology investment decisions. 

• Represent the company in technical discussions, presentations, workshops and site engagements with government agencies, local authorities and other public-sector stakeholders. 

• Translate operational requirements and local conditions into practical technology solutions, implementation strategies and technical roadmaps. 

• Lead the technical evaluation and due diligence of technology vendors, system integrators and strategic partners. 

• Assess competing technologies based on technical capability, interoperability, scalability, supportability and cost. 

• Review vendor design submissions, implementation methodologies, testing procedures and technical deliverables. 

• Establish clear technical responsibilities across multiple vendors and resolve integration issues throughout project delivery. 

• Provide senior technical oversight across requirements gathering, site surveys, architecture, tender, implementation, integration, testing, commissioning and operational handover. 

• Establish technical acceptance criteria and oversee Factory Acceptance Testing, Site Acceptance Testing and User Acceptance Testing, where applicable. 

• Identify technical and project risks early, resolve delivery bottlenecks and manage changes to approved architectures. 

• Ensure proper as-built documentation, knowledge transfer, system handover and long-term operational readiness. 

Job Requirements

• Bachelor’s degree or above in Computer Engineering, Electrical or Electronic Engineering, Telecommunications Engineering, Computer Science, Information Technology, Network Engineering, Systems Engineering or a related technical discipline. 

• At least 10 to 12 years of relevant experience in ICT infrastructure, system integration, Smart City, telecommunications, IoT, security technology, command centres, AI infrastructure or large-scale technology implementation. 

• At least five years of experience in a senior technical architecture, solution architecture, engineering leadership or technology management role. 

• Proven involvement in the architecture, technical evaluation, implementation or delivery of large-scale integrated technology systems. 

• Strong technical understanding across several of the following areas: 

  • Smart City architecture and system integration 

  • AI-enabled CCTV, video analytics, VMS and ANPR 

  • IoT platforms and sensor networks 

  • GIS and geospatial integration

  • Smart City Operations or Command & Control Centres 

  • Fibre, 4G/5G, Wi-Fi and network infrastructure 

  • Server, storage, GPU and compute infrastructure 

  • Cloud, on-premises and hybrid environments 

  • APIs, SDKs, middleware and data integration 

  • Cybersecurity, data governance and access controls 

  • High availability, redundancy, backup and disaster recovery 

  • Experience managing complex, multi-vendor technology environments. 

• Ability to independently assess and challenge technical architectures, specifications, pricing assumptions and vendor recommendations. 

• Experience in Smart City or government ICT projects is strongly preferred. 

• Strong stakeholder management, presentation, negotiation and communication skills. 

• Ability to engage effectively with engineers, project teams, senior management, government stakeholders and technology partners. 

• Strong command of English.

• Bahasa Malaysia would be advantageous. 

• Mandarin would be highly advantageous, particularly for technical discussions and negotiations with China-based technology partners. 

• A master’s degree or relevant professional certifications would be an added advantage.
