Position summary:

The OIST Core Facilities contribute to research and education by providing high-quality research facilities and research support services to researchers and students at OIST.  The Instrumental Analysis Section (IAS) is one of the technical support sections within the Core Facilities. IAS hosts more than 40 instruments, including Mass Spectrometry (MS), Nuclear Magnetic Resonance (NMR), Flow Cytometry (FACS), and other large analytical instruments as common research facilities. IAS manages and provides technical support to enable advanced research across the University.

OIST seeks an experienced and service-oriented Instrumental Analysis Section Leader to lead the IAS and ensure excellent technical and operational support for the OIST research community. The Section Leader will oversee the scientific, operational, administrative, and people-management responsibilities of the section, including leadership of a team of approximately 5 staff members. The role requires strong operational discipline (equipment lifecycle management, safety, budgeting, and service delivery), combined with the ability to engage effectively with faculty, researchers, students, and external stakeholders. The successful candidate will employ demonstrated experience in core services of IAS, user training and analytical experiment consultation. Similarly, demonstrating experience with strategic planning, management, and administration to support high-level research and education.

OISTでは、IASを統括し、OISTの研究コミュニティに対して高品質な技術サポートおよび運用支援を提供できる、経験豊富でサービス志向のセクションリーダーを募集しています。セクションリーダーは、約5名のスタッフで構成されるチームのリーダーとして、科学的・運用面・管理業務・人材マネジメントなど、セクションに関わる幅広い責任を担います。この役職には、機器ライフサイクル管理、安全管理、予算管理、サービス品質の維持など、強いオペレーション能力に加え、教員・研究者・学生・外部関係者と効果的に連携できるコミュニケーション力が求められます。 採用される方は、IASが提供するコアサービスに関する十分な経験に基づき、ユーザー向けトレーニングや分析実験に関する技術相談を行います。また、高度な研究・教育活動を支えるための戦略的計画立案、管理・運営に関する実績も重要です。 

Responsibilities:

Managing the Instrumental Analysis Section

1. Provide leadership and oversight of all IAS operations, including equipment, facilities, workflows, and service quality.
2. Manage and supervise IAS staff members, including task allocation, performance support, and professional development.
3. Develop and manage the IAS budget, including planning, execution, and reporting.
4. Ensure a strong safety culture within the section, including the development and implementation of safety protocols and emergency procedures.
5. Maintain excellent records related to research support, equipment usage, maintenance activities, safety, and compliance.
6. In collaboration with Buildings and Facilities Management and vendors, arrange service and maintenance to ensure continuous, reliable facility operation and high instrument uptime.
7. Support and coordinate external access to IAS resources, including engagement with users from outside the university, as appropriate.
8. Perform other duties as assigned by the Senior Director of Core Facilities.

Building and sustaining capabilities at OIST

1. Supports the purchase and procurement of equipment based on the needs of researchers, including documenting the specifications of the equipment and liaising with the manufacturers and vendors, etc.
2. Overseeing the development and implementation of standardized training programs, manuals and protocols to ensure efficient, consistent, and safe use of IAS resources.

Contributing to broader communities

1. Organization and support of user groups related to the section activities
2. In collaboration with the Provost and Senior Director of Core Facilities, support the organization and operation of advisory boards for IAS
3. Liaison with local authorities and communities related to section activities
4. Develop and maintain networks with international and domestic instrumental analysis organizations
5. Oversee and contribute to outreach activities conducted by the section

IASの管理・運営

1. IAS の全業務（機器、施設、ワークフロー、サービス品質）に対し、リーダーシップを発揮し、適切な管理・監督を行う。
2. IAS スタッフの管理・指導（業務分担、パフォーマンス支援、専門性向上のサポート）を行う。
3. IAS の予算策定・執行・管理・報告を含む財務管理を担当する。
4. セクション内の安全文化を確立し、安全プロトコルや緊急時対応手順の策定・実施を行う。
5. 研究支援、機器利用、保守作業、安全関連、法令遵守などに関する記録を適切に管理する。
6. 建物・施設管理部門や機器メーカー・業者と連携し、安定的で信頼性の高い施設運用と機器稼働率の維持のため、保守点検やサービス手配を行う。
7. 必要に応じ、大学外部の利用者との連携を含む IAS 資源の外部アクセスを支援・調整する。
8. コアファシリティ上級ディレクターが指示するその他の業務を遂行する。

OISTの研究基盤の強化と発展への寄与

1. 研究者のニーズに基づいて機器購入・調達を支援し、機器仕様の整理・文書化、メーカーおよび販売業者との調整などを行う。
2. IAS 資源を安全かつ効率的に使用できるよう、標準化されたトレーニングプログラム、マニュアル、プロトコルの策定および導入を主導する。

広範なコミュニティへの貢献

1. セクションの活動に関連するユーザーグループの組織化および運営支援を行う。
2. プロボストおよびコアファシリティ上級ディレクターと連携し、IAS に関するアドバイザリーボードの組織運営を支援する。
3. セクションの活動に関連して、地域自治体や地域コミュニティとの連携・調整を行う。
4. 国内外の機器分析関連団体とのネットワークを構築・維持する。
5. セクションが実施するアウトリーチ活動の企画・運営を統括し、積極的に貢献する。

Qualifications: 
(Required)

1. Minimum of 10 years’ relevant experience in chemistry or materials science research or a related field  
2. Minimum of 10 years’ experience in the utilization and maintenance of analytical instruments such as mass spectrometers and NMR spectrometers (experience with additional IAS platforms is an advantage).
3. Demonstrated experience in managing and supervising staff
4. Demonstrated experience in budget management and execution
5. Strong collaborative skills relevant to a multi-user environment
6. Good communication and interpersonal skills
7. Excellent communication skills in English. Ability to communicate in Japanese is highly desirable, but not required.
8. Strong problem-solving skills
9. Ability to establish and maintain effective work relationships across the University

2. 質量分析計、NMR 分光計などの分析機器の 利用および保守に関する 10年以上の経験 を有すること（その他 IAS で扱う機器の経験があれば尚可）。 
3. スタッフの管理および監督に関する実務経験があること。 
4. 予算の管理・執行に関する実務経験があること。 
5. マルチユーザー環境に適した優れた協働スキルを有すること。 
6. 良好なコミュニケーション能力および対人関係スキルを有すること。 
7. 優れた英語のコミュニケーション能力を有すること。日本語での優れたコミュニケーション能力があれば望ましいが、必須ではない。 
8. 高い問題解決能力を有すること。 
9. 大学内のさまざまな部門と効果的な協働関係を構築・維持できる能力。
